GAGAS External Peer Review

May 31, 2016- This review must be conducted in accordance with the Generally Accepted Government Auditing Standards (GAGAS) as promulgated by the Comptroller General of the United States in the publication Government Auditing Standards. The final report is to be completed by December 27, 2016.

Organizations wishing to submit proposals in response to this Request For Proposals (RFP) must meet the minimum qualification requirements specified below. These requirements must be maintained during the term of the contract awarded pursuant to this RFP. Proposals from organizations which do not meet these minimum requirements will not be considered. Proposals from certified minority-owned and/or women-owned businesses or proposals that include partnering arrangements with certified minority-owned and/or women-owned firms are encouraged. Additionally, proposals from small and New York City-based businesses are also encouraged.

The minimum requirements are as follows:

1. The proposer must have provided external audit peer review services to a government entity within the past four (4) years;

2. The majority of the proposed external audit peer review staff must have had government auditing experience within the past four (4) years;

3. The proposer must have performed external audit peer reviews for clients that have staff of at least 15 professional auditors;

4. The proposer must have conducted reviews that have included performance audits as detailed in GAGAS; and

5. Only audit supervisors or higher level professional staff who have a minimum of five (5) years of audit supervisory experience shall perform the services required pursuant to this RFP.

2016 Rural Volunteer Fire Assistance Grants

May 31, 2016- Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the New York State Department of Environmental Conservation hereby gives notice of the following:

The New York State Department of Environmental Conservation (The Department) will administer the 2016 Volunteer Fire Assistance (VFA) Grant program to assist eligible rural fire departments in the purchase of eligible wildland fire suppression equipment. VFA applications will be accepted through May 31, 2016.

The Department received a federal appropriation of $400,000 to award fire assistance grants. Fire departments eligible to apply may receive grant funding up to $1,500 for the purchase of eligible wildland fire suppression equipment. Fire departments are required to equally match (50/50) the amount of the award. Grant funding is based on federal guidelines for use in fire districts serving a rural area or a rural community with a population of 10,000 or less. A fire department serving a population greater than 10,000 and not providing protection to a rural area or rural community is not eligible for VFA financial assistance.

Applications are scored based on established rating criteria including: population, the I.S.O. Fire Prevention Insurance rating, the presence of Native American communities in the district and the date of the last VFA grant received.

Media-Buying and Planning Services

May 31, 2016- Through this Request for Proposals (“RFP”), the New York State (“State”) Department of Health (“DOH”) is seeking competitive proposals from vendors to provide media buying services to support the department’s public health campaigns and programs.

The NYSDOH’s Bureau of Marketing and Creative Communications (BMCC) provides creative and marketing services for the Department’s marketing and health education campaigns. These campaigns are financially supported by the Department’s many public health programs and their partner agencies, can cover almost any topic that could affect the health, safety or well being of the citizens of New York State, and can range from large, statewide promotions to small campaigns for pilot program involving one or two counties. Some programs cover upstate areas only. SMD Case Management and Supportive Services for Choice Neighborhoods Implementation in Mott Haven

June 2, 2016- The New York City Housing Authority (NYCHA), by issuing this RFP, seeks proposals from qualified service providers to collaborate with NYCHA in the event NYCHA is awarded a Grant and implement the People objectives of NYCHA’s Transformation Plan by providing case management and supportive services to NYCHA residents.

A non-mandatory Proposers conference will be held on May 17, 2016, at 10:00 AM, in the NYCHA Board Room, located on the 12th floor of 250 Broadway, New York, New York 10007. Although attendance is not mandatory at the Proposers Conference, it is strongly recommended that all interested Proposers attend.

Security Tracking System for Key Control and Audit Tracking of Specific Locks

June 3, 2016- New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to furnish an electronic access control system, including provision of equipment, maintenance and monitoring services. NYCEDC seeks to enhance our security through key control and audit tracking. This new system should allow NYCEDC to grant access to specific key holders for specific time periods, and specific locks. It should also have a report feature to allow NYCEDC to track the individual who opened a lock at a specific time and date. NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, the proposed fee, and demonstrated successful experience in performing services similar to those encompassed in the RFP.

Operate and Maintain a Ferry Service Concession

Construction Management and Related Consultant Services, Water Street Corridor Streetscape Improvements Project

June 16, 2016- New York City Economic Development Corporation (NYCEDC) is seeking a consultant team for construction management and related services related to the streetscape improvements on Water Street in lower Manhattan. The improvements shall provide for sidewalk and street reconstruction; intersection improvements; landscaping; and plaza improvements to Whitehall Plaza and Coenties Slip Plaza as well as roadway and sidewalk reconstruction on Moore Street between Water Street and Pearl Street. New York/NY 111 Supported Housing Congregate

June 16, 2016– The Department of Health and Mental Hygiene issued an open-ended rolling RFP in 2007 to establish 3,000 units of citywide supportive housing in newly constructed or rehabilitated single-site buildings for various homeless populations pursuant to the New York/New York III Supported Housing agreement. Rubbish Removal Services

June 17, 2016- New York City Economic Development Corporation (NYCEDC) is seeking a contractor to provide trash removal services.  The services are to be performed at La Marqueta Buildings 3 and 4, Whitehall Ferry Terminal, Staten Island Ferry Terminal and Moore Street Market, and various other locations that may require service by the Contractor on a when and where basis as directed by NYCEDC.

“BQX” Financial Advisor, Consultant Services for the potential

June 17, 2016- New York City Economic Development Corporation (“NYCEDC”), on behalf of the City of New York and the New York City Department of Transportation, is exploring the feasibility of the Brooklyn-Queens Connector (“BQX”), a potential streetcar route that would connect Astoria, Ravenswood, Long Island City, Greenpoint, Williamsburg, the Brooklyn Navy Yard, Dumbo, Downtown Brooklyn, Red Hook and Sunset Park. NYCEDC is currently in a due diligence phase to further refine the proposed route, costs and other project considerations.

As part of the due diligence process, NYCEDC seeks a consultant to provide advisory services to NYCEDC in structuring (governance structures and delivery models), financing, and project management of the BQX project, as well as transaction advisory (extended services) with respect to financial and contract procurement services, at the option of NYCEDC.

Consultants shall be selected for two separate streams of work as follows:

Braille and Large Print Books and Educational Materials for Blind and Visually Impaired Students

June 17, 2016- The New York State Education Department (NYSED) Office of Special Education is seeking proposals from vendors to provide Braille and large print books and educational materials for blind and visually impaired school age students in New York State (NYS).

Eligible bidders are for-profit and non-profit organizations with documented experience in producing and providing Braille and large print materials.

Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.

Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Disaster Recovery Services

June 22, 2016- On an on-call basis at various sites managed by NYCEDC. Services shall include emergency power, environmental services, preparedness planning, fire damage cleanup, mold remediation, document restoration, contents restoration, drying and dehumidification, air duct cleaning and restoration, electronic restoration, emergency boilers, water pump out services and fuel supply.

NYCEDC plans to select a contractor on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP.

Office for New Americans Hotline

June 23, 2016- Pursuant to “The Immigrant Assistance Service Enforcement Act” of 2014 (Executive Law § 94-b), the Office for New Americans is required to establish a toll free multi-lingual hotline to disseminate information and referrals on programs and services available to new Americans, and to receive and refer complaints of fraud and other related crimes against immigrants to appropriate government offices.

To address this need, the New York State Office for New Americans (ONA) seeks one qualified organization able to serve as a centralized source of information on resources and services for new Americans to operate and maintain the toll-free multi-lingual hotline program as described above and herein.

ONA Hotline Program Overview

Pursuant to Executive Law § 94-b(5)(h),this Request for Applications (RFA) seeks organizations within New York State that have the ability to establish and maintain a toll-free multi-lingual hotline. The purpose for this hotline includes, but is not limited to, dissemination of information about the programs and services offered by the Office for New Americans, referral for services, and receipt of complaints relating to fraud and other related crimes against new Americans.

The ONA Hotline will be a toll-free statewide new American information and referral hotline that ensures anonymity of the caller and provides callers with referrals to a range of service providers in New York State. The hotline will also provide information to address other new American service needs, as determined in conjunction with the callers. For this reason the administrating organization for this reason will also be required to create and maintain a Statewide Resource Directory, and update it on a yearly basis.

Each applicant for this funding must describe their experience providing hotline services, their current organizational capacity to host such services, and provide a detailed description of the services they will offer, and a detailed budget.

Eligible Applicants

Not-for-Profit Organizations located within New York State are eligible for funding under this RFA. Not-for-Profit Organization shall mean any not-for-profit corporation exempt from taxation under section 501(c)(3) of the Internal Revenue Code . All applicants are required to have been in continuous operation as an eligible entity as described above for a minimum of three years. All applicants must be pre-qualified within the Grants Gateway by the ”Application Due Date” listed on the cover page of this RFA.

Eligible applicants are required to have experience and/or demonstrated ability to provide a hotline to answer telephone calls and provide referrals in multiple languages, with a focus on providing the services listed in this RFA in a culturally competent manner. Eligible applicants should have experience in providing information and referrals related to naturalization and other service needs to new Americans residing in New York State. Eligible applicants are also required to demonstrate knowledge of a network of statewide community-based providers of immigrant services, particularly citizenship services and a network of social service providers.

NYS Sewage Pollution Right to Know Grant Program

June 24, 2016- This grant is intended to provide funding to municipalities so they can purchase and install detection or monitoring devices on CSO outfalls to better inform the public and state agencies about CSO conditions in real time. Specifically, this grant focuses on smaller communities with fewer CSO outfalls. Smaller communities typically have less funding available for projects such as monitoring or detection.

Eligible applicants must meet all of the criteria listed below.

1. Municipality, as defined in 6 NYCRR Part 750, means any county, town, city, village, district corporation, special improvement district, sewer authority or agency thereof; AND

2. Municipality must have permitted CSOs; AND

3. The municipal wastewater system must serve less than 200,000 people; AND

4. The municipality must agree to use NY-ALERT to report CSO discharges for their entire system. The municipality must be registered with NY-ALERT, or must have submitted to DEC by Friday, June 24, 2016 an application to use NY-ALERT.

Application must include one of the following types of CSO detection technologies;

2016 Hudson River Estuary Grants for Local Stewardship Planning (Round 18)

June 30, 2016- The New York State Department of Environmental Conservation is pleased to announce funding for projects that will implement priorities of the Hudson River Estuary Action Agenda – to provide benefits of a vital estuary ecosystem: clean water; resilient communities; the sustainability of Estuary fish, wildlife, and habitats; conservation of natural scenery; and enhanced access, river education, and recreational opportunities.  The New York State Department of Environmental Conservation (DEC) anticipates approximately $450,000 in available funding for Hudson River Estuary Grants For Local Stewardship Planning projects for plans, feasibility studies, assessments, inventories, design and permitting, and the development of regionally-applicable guidance documents or handbooks to help communities improve infrastructure and protect water resources and habitat.  Funding for this grant opportunity is provided by the NYS Environmental Protection Fund.  Hudson River Estuary Grants For Local Stewardship Planning projects must implement objectives of the Hudson River Estuary Action Agenda.  The Hudson River Estuary Action Agenda can be viewed at http://www.dec.ny.gov/lands/5104.html . Community Based Organization Planning Grant

August 16, 2016- The New York State Department of Health, Office of Health Insurance Programs is issuing a Request for Applications (RFA) to announce the availability of funds for the support of Community Based Organizations in specific targeted areas that remain un-served/underserved as part of the DSRIP Program. With major initiatives such as DSRIP, smaller community organizations are often challenged in how to engage and contract with larger, lead organizations, such as the PPS in DSRIP. These organizations tend to be administratively lean, have fewer resources and also compete with other CBOs for similar funding grants.

Additionally, it may be challenging to analyze and present their service mission and enterprise in a business framework for contract arrangements. The administrative time and resources required for such engagements often exceed what individual CBOs have available to analyze the business requirements, and to successfully formulate a business strategy and proposition. Further, such demands may burden the CBO and undermine the resources needed for the CBO to continue to deliver its core services.

This RFA is intended to solicit applications for grants to assist CBO Consortiums in planning activities to identify business requirements and formulate strategies for short-term needs. This also includes longer term plans that the CBO consortium may envision in system transformation. Overall, this will allow them to better position themselves for continuing engagement with PPSs in DSRIP projects, and consequently, value based payment and contracting.

It is the Department’s intent to award one award for each of the three regions outlined in the RFA. The three regions consist of New York City, Long Island and Mid-Hudson, and Rest of State.  A maximum funding amount for each region is $2,500,000.

Supportive Congregate Housing for Chronically Homeless Single Adults Living with AIDS or Advanced HIV Illness

September 19, 2016- The Human Resources Administration (HRA) is seeking appropriately qualified vendors to operate and maintain the remaining units of permanent supportive congregate housing for chronically homeless single adults who are living with HIV/AIDS and who suffer from a co-occurring serious and persistent mental illness, a substance abuse disorder, or a Mentally Ill Chemical Abuse (MICAS ) disorder.
Please note that HRA has received increased funding for an additional 351 permanent supportive congregate housing units.
This is an “Open-Ended” RFP; therefore, proposals will be accepted and reviewed on an ongoing basis until all units covered by this RFP`s increased funding are sited.

NY Prize Community Grid Competition

October 12, 2016- The New York State Energy Research and Development Authority (NYSERDA) announces the availability of up to $40,000,000, under the NY Prize Community Grid Competition (NY Prize), to support developing community microgrids.  The purpose of this competition is to solicit proposals to design and build community grids that improve the local distribution system performance and resiliency in both a normal operating configuration as well as during times of electrical grid outages. NY Prize objectives include empowering community leaders, encouraging broad private and public sector participation including local distribution utilities, local governments and third parties, protecting vulnerable populations and providing tools for building a cleaner more reliable energy system.

Stage 2:  NYSERDA is accepting proposals for funding to conduct Audit-Grade Detailed Engineering Design and Financial /Business Plan that evaluate the details of installing/operating a community microgrid at a site within New York State.  Proposals must be received by NYSERDA by 5:00 PM Eastern Time on October 12, 2016.

Eligibility/Qualifications Requirements/Preferences:

(a)   For demonstration projects, the site must be in New York State.
(b)  A New York State manufacturer should be on a new product development project.

The primary goal for the use of the New York City Industrial Developer Fund is to create, modernize and preserve industrial real estate.  Additionally, the aim of the Industrial Developer Fund is to increase the capacity of the not-for-profit organizations to develop industrial real estate and support the growth of a more robust mission-driven industrial development ecosystem.

Between Fiscal Year 2016 and Fiscal Year 2019, NYCEDC in cooperation with The New York City Office of Management and Budget (“OMB”) can allocate up to $41 million of City capital through the Industrial Developer Fund for acquisition, construction, and/or renovation costs for eligible industrial development projects, which support the City’s goals of promoting and growing a more robust not-for-profit industrial development ecosystem in the City. Notice of Funding Availability for the Preservation of Affordable Housing South of Houston Street

December 31, 2019– The City of New York Department of Housing Preservation and Development announces the availability of $11,800,000 in funding for the acquisition and preservation of affordable housing south of, and including properties on, East/West Houston Streets, bounded by the Hudson and East Rivers in Lower Manhattan to applicants who are funded pursuant to a Request for Qualifications issued by HPD (“RFQ”).

Purpose:
The purpose of the Lower Manhattan Acquisition Program is to preserve residential housing with apartments affordable to low-income households.

In order to become qualified for participation in the program, not-for-profit organizations must respond to the RFQ and be found qualified by HPD. To be considered for qualification, applicants must demonstrate ownership, management and rehabilitation experience, as well as financial strength and stability. Proposals:
Qualified not-for-profit organizations may submit proposals to request acquisition funding for eligible residential buildings. Proposals will be assessed on both the viability of the project and strength of the applicant’s experience. The City reserves the right to accept or reject any or all applications received as a result of this advertisement.

NYC Industrial Developer “Fund” for Qualified Projects Seeking Fund Support

The NYC Industrial Developer Fund is a $150 million public/private fund to provide project financing for industrial real estate development projects in New York City.  The Fund is designed to catalyze investment in 400,000 sf of new or renovated industrial real estate workspace across New York City, supporting the creation of as many as 1,200 quality and accessible industrial jobs by 2020.The Industrial Developer Fund supports industrial job-creation in New York City by providing public/private financing for industrial real estate development projects.  Total size of the Fund is $150 million, which includes approximately $60 million in public funds leveraging $90 million in private financing.

The Industrial Developer Fund provides qualified real estate developers with partial public gap-financing assistance in the form of grants, low-interest subordinate loans, and guarantees on senior private loans.  These public funds are intended to leverage owner equity so that the transaction merits traditional bank/senior lender financing provided under the Fund structure.

Qualified projects seeking fund support will be considered when high impact projects are unable to move forward due to funding gaps.  The Fund will consider both non-profit and for-profit entities.

New York City’s industrial and manufacturing sector employs 530,000 people, or 15.4 percent of the city’s private sector workforce.  The sector is a vital pathway to the middle class for many families, with median wages of $50,400 a year. In addition, more than 328,000 jobs in the sector (61.5 percent) are located outside Manhattan, 62 percent of the workforce comes from culturally diverse backgrounds, and nearly half are foreign-born. Finally, approximately 63 percent of jobs are available to individuals who do not have a college degree.
