The following Request for Proposals have been recently issued by City government:

Community-Based Retrofit Accelerator

March 6, 2015– New York City Economic Development Corporation (NYCEDC), on behalf of the Mayor’s Office of Recovery and Resiliency (ORR) and the City of New York, is seeking a consultant or consultant team to conduct a feasibility study for an integrated flood protection system for the Brooklyn neighborhood of Red Hook. Red Hook was severely impacted by Hurricane Sandy, and this study seeks to identify an integrated approach to address coastal flooding and storm water management that is also cognizant of, and fosters, feasible economic development opportunities. The study will consider technical feasibility, infrastructure requirements, cost, environmental issues, stakeholder engagement, legal/regulatory parameters, implementation strategies, operations and maintenance, neighborhood resiliency and other issues when evaluating feasibility and making recommendations.

Energy and Water Retrofit Accelerator Consultant Services

March 6, 2015– New York City Economic Development Corporation (NYCEDC) is seeking a consultant to develop and implement an Energy and Water Retrofit Accelerator program that will provide outreach, technical assistance, and account management programing to help private building owners undertake cost-saving investments in efficiency measures and heating fuel conversions. The Consultant will be responsible for developing a data-driven outreach and assistance program to initiate energy efficiency, water conservation, and clean energy projects in at least 1,500 properties in three years  from the pool of all privately-owned properties that 1) have submitted an Energy Efficiency Report to the NYC Department of Buildings, 2) are required to convert their No. 6 or No. 4 heavy heating oil, and/or 3) are within the NYCHPD or NYCHDC asset managed portfolios (“Targeted Properties”). Of these Targeted Properties, at least 60% must be classified as multifamily properties.

General Investment Consultant and Emerging Markets Country Screen Services

March 10, 2015 – The Comptroller of the City of New York (the “Comptroller”), acting on behalf of the NYC Retirement Systems and Related Funds, invites proposals from firms to provide General Investment Consultant Services to the Systems. A firm is also sought to provide Emerging Markets Country Screen Services to the New York City Employees’ Retirement System through the RFP. Proposals from certified minority-owned and/or women-owned businesses or proposals that include partnering arrangements with certified minority-owned and/or women-owned firms are encouraged. Additionally, proposals from small and New York City based businesses are also encouraged. Advertising Opportunities At The St. George Ferry Terminal And Staten Island Ferryboats

March 16, 2015– New York City Economic Development Corporation (“NYCEDC”) is requesting proposals for advertising opportunities at one of the Staten Island Ferry Terminals, the St. George Ferry Terminal, located in Staten Island as well as advertising opportunities on the Staten Island Ferryboats that are operating between the St. George Ferry Terminal and the Whitehall Ferry Terminal.

The selected proposer shall be responsible for advertising services of developing an advertising marketing plan; designing, constructing, installing and maintaining the advertising infrastructure; promoting, soliciting, negotiating and procuring contracts for advertising users; and processing and collecting advertising sales revenues pertaining to the Ferry Terminal Advertising Areas.

New Stapleton Waterfront Infrastructure And Open Space Project, Phase 2 and 3: Planning, Engineering And Design Consultant Services

March 16, 2015– New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to design infrastructure improvements and a park along the waterfront in the North Shore of Staten island for the New Stapleton Waterfront Infrastructure and Open Space Project, Phase 2 and 3.  The Project will generally consist of an infrastructure component and a waterfront open space component, and will build upon what was designed and constructed in Phase 1. The design shall provide for utility lines, roadway work, sidewalk and curb, bicycle paths, site landscaping, parks structures, lighting, street furniture, signage, shoreline work, and environmental remediation.

Sunnyside Yards Feasibility Study, Consultant Services

March 20,2015– New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to study the engineering and financial feasibility of developing atop Sunnyside Yards in Queens. The purpose of this Feasibility Study is to provide guidance as to the viability of an overbuild project at Sunnyside Yards, and to provide recommendations for the implementation of such a project. The Project is envisioned as a comprehensive and detailed assessment that considers all of the relevant aspects needed to establish the feasibility of developing any potential program at Sunnyside Yards, including technical, environmental, and financial analyses.

To make that determination, the Consultant shall holistically evaluate specific factors such as the technical/physical configuration and requirements of proposed deck structures over the rail yards, infrastructure/utility requirements, costs, local impacts, environmental issues, and implementation strategies. The Consultant shall provide and/or procure certain planning, engineering, cost estimating, public outreach, and preliminary design services related to the Project.

Pilot Health Tech NYC, Consultant Services

March 24, 2015– New York City Economic Development Corporation (NYCEDC) seeks a consultant (“Consultant”) to develop and administer Pilot Health Tech NYC, an initiative that includes:

1. Consultant-facilitated matchmaking of technology companies (“Companies”) with potential clients such as hospitals, clinics, payors, employers, and community organizations (“Clients”), and

2. a funding program that awards matching funds to defray the cost of healthcare technology pilot projects, carried out jointly by Companies and Clients, that take place in New York City.

Pilot Health Tech NYC will serve to bridge the gap between healthcare technology innovators and NYC’s strong base of healthcare consumers. Pilot Health Tech NYC is the country’s largest healthcare technology competition and has awarded $2 million to date to NYC-based pilot projects.

General Construction Services

March 26, 2015– Bidders are hereby notified that this contract is subject to Local Law 1, Minority-Owned and Women-Owned Business Enterprises (MWBE) Requirements, Prevailing Wage Rates and the Project Labor Agreement (PLA) covering specified Renovation and Rehabilitation of City Owned Buildings and Structures as described in the solicitation documents.

Green Infrastructure Civil Engineering Design Services

March 27, 2015– New York City Economic Development Corporation (NYCEDC) is seeking up to six design consultants or consultant teams to provide design services for green infrastructure in the HP07-02, HP07-03, HP04-04 and HP02-02 combined sewer overflow (CSO) Tributary areas to the Bronx River in the Bronx and 26W-004 and 26W-005 CSO Tributary areas to Jamaica Bay in Brooklyn. The purpose of this project is to support New York City Department of Environmental Protection’s (NYCDEP) Green Infrastructure Program and to deliver green infrastructure capital projects. These capital projects, primarily Right of Way Bioswales (ROWB), are to be implemented in target areas in order to comply with state and federal regulations regarding water quality attainment and mitigation of CSOs, and in connection with replacement projects that will defer consent order capital obligations of “grey” infrastructure projects that would otherwise cost several hundred million dollars.

Non-Emergency Permanent Supportive Congregate Housing for Chronically Homeless Single Adults Living With Aids or Advanced HIV Illness

March 30, 2015-New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to provide on-going, on-call management and/or economic development consulting services for various NYCEDC, IDA and/or City initiatives and studies including strategic planning and economic and policy analyses. Topic Areas for analysis include economic research and analysis; economic development strategic planning and evaluation; operations and business process analysis, organizational design, and change management; real estate development analysis; partnership design and option development; and implementation and project management.

NYCEDC will retain a number of on-call consultants to provide Services within each Topic Area, and will procure Services from the retained consultants from time to time using individual Project Assignments.

JFK North RFEI

137 Centre Street Assemblage

April 30, 2015– New York City Economic Development Corporation (“NYCEDC”) seeks proposals from qualified developers for the purchase and redevelopment of a centrally located, high density assemblage located at 137 Centre Street in the heart of Lower Manhattan.

The site, identified as Block 197, Lot 17 on the Tax Map of the Borough of Manhattan (“Site”), is approximately 5,100 square feet and is improved with an approximately 41,000 square foot New York City (“City”) office building and has approximately 10,000 square feet of unused development rights. The Site is being offered together with approximately 74,370 square feet of unused development rights appurtenant to the adjacent Lot 1. With this combination, the assemblage has total as-of-right development potential of over 125,000 square feet. The Site is zoned C6-4 and presents an excellent opportunity for residential, commercial, and community facility development on a high-visibility corner.

168th Street Redevelopment

April 30, 2015– NYCEDC seeks proposals (“Proposals”, each a “Proposal”) from qualified developers (“Respondents”, each a “Respondent”) for the purchase and redevelopment of an approximately 59,500 square foot lot located in the eastern part of Downtown Jamaica, Queens on the northeast corner of 93rd Avenue and 168th Street (the “Project”). It is bounded by Jamaica Avenue to the north, 169th Street to the east, 93rd Avenue to the south, and 168th Street to the west. The Site, on Block 10209, Lot 115 (the “Site”), is owned by the City of New York (the “City”).

The Project is an opportunity to create a thriving mixed-use, mixed-income development with an affordable housing program consistent with the vision set forth in Housing New York and which contributes to the City’s goal of fostering economically diverse neighborhoods.

NYCEDC plans to evaluate Respondents on the basis of factors stated in the RFP which include, but are not limited to: the quality of the Proposal, experience of key staff identified in the Proposal, demonstrated successful experience completing similar projects, and the Proposal’s economic impact on the City.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Program Plan with their response.
