Extended Incubator Network, Consultant Services

November 2, 2015– Established in 2009, the NYCEDC incubator initiative has helped launch 16 incubators and shared workspaces (collectively, the “NYCEDC Incubator Network”) that have supported over 1,000 startup businesses and 1,500 employees.

In an effort to further the goals of the NYCEDC Incubator Network and to further development and collaboration across startups and small businesses, NYCEDC, on behalf of the City of New York (the “City”) is issuing a request for proposals (“RFP”) for interested operators of existing or planned incubators, accelerators, and co-working spaces (each, a “Respondent”) to submit a proposal (the “Proposal”) to become part of the NYCEDC Incubator Network. Inclusion in the NYCEDC Incubator Network may result in City support of a facility, which may take the form of strategic support, publicity and/or marketing.

NYCEDC plans to select a consultant on the basis of factors stated in the open RFP which include, but are not limited to: the quality of the proposal and ability to meet NYCEDC incubator network goals, experience of key staff identified in the proposal, the financial feasibility of the project and the project’s relationship to the surrounding community.

Department of Education: Developing Measures of Student Needs

November 2, 2015– The New York City Department of Education (NYCDOE), on behalf of the Division of Teaching and Learning, is seeking proposals from qualified organizations, to assist with developing robust measures of student need, including student mobility, and with exploring how these factors relate to school improvement efforts based on the DOE’s Framework of Great Schools.

The DOE seeks vendors experienced in analyzing data to assist the DOE with developing a set of metrics related to student need, including student mobility. The student-need metrics would relate to the level of need of the student population served by the school, including the degree to which the school enrolls high-need students, and how the school’s student population compares with the student populations in related community areas (e.g., within the district, zone, or zip code) and at other schools. The student-mobility metrics would relate to the extent to which students leave the school before completing its last grade, including adjustments for factors beyond a school’s control, as well as transfers of students into the school. Detailed requirements are provided in the RFP.

The RFP may result in the award of one (1) requirements contract for a base term of one (1) year. The NYCDOE reserves the unilateral option to extend the contract for one (1) additional 1-year period. Services are anticipated to commence in May 2016.

Large Scale Rooftop Solar Electricity on Public Buildings

November 2, 2015– The City of New York’s Department of Citywide Administrative Services is seeking to contract with up to five (5) appropriately qualified developers to supply electricity generated by solar photovoltaic systems through a long-term power purchase agreement with each developer that is awarded a contract by the Agency. Under the PPA, the developer will provide electricity services to the City through the design, installation, ownership, and operation of PV systems on the rooftops of eighty-eight (88) City-owned host buildings identified herein. The PV systems will be designed to provide maximum annual electricity generation. The electricity generated by each PV system will be sold to the City over the course of twenty (20) years. The Contractor will provide PV-generated electricity to each Host Site and provide equipment replacement and maintenance as needed to continue to provide electricity over the twenty (20) year period. The Contractor will bill the City monthly for the electricity generated at each Host Site.

Lower Manhattan Coastal Resiliency, Consultant Services

November 6, 2015– New York City Economic Development Corporation (NYCEDC) in partnership with the Mayor’s Office Recovery and Resiliency (ORR) and in coordination with the New York City Department of Environmental Protection (DEP), New York City Department of City Planning (DCP), New York City Department of Transportation (DOT), and New York City Department of Parks and Recreation (DPR) is seeking a consultant or consultant team to for engineering, planning, landscape architecture, urban design, environmental planning, cost estimating, economic analysis, and public engagement services to protect Lower Manhattan from storm surge and sea level rise. This study will advance recommendations from comprehensive plans including A Stronger, More Resilient New York; OneNYC: The Plan for a Strong and Just City; the Rebuild By Design winning proposal, “BIG U”; New York City’s National Disaster Resiliency Competition (NDRC) application to the United States Department of Housing and Urban Development (HUD); and the Governor’s Office of Storm Recovery (GOSR) NY Rising Community Reconstruction Program, in addition to other community plans.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee. This project is made possible with New York City and New York State allocations of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development (HUD). Funding through the State is included by a grant from the Housing Trust Fund Corporation, which is funded through Community Development Block Grants from the U.S. Department of Housing and Urban Development. This project is also included in the City’s CDBG-DR Action Plan, approved by HUD in May 2013 and subsequently amended.

Concession(s) for Three Parking Areas Located in the Pier 40 Parking Garage at Hudson River Park

November 10, 2015– By way of this request for proposals (“RFP”), Hudson River Park Trust (“Trust”) is making
available for concession, either individually or collectively, three (3) areas for parking passenger vehicles with a seating capacity of not more than ten (10) passengers (i.e., passenger cars, minivans, sport utility vehicles, pick-ups, etc.) and ancillary office space within the second level of the Pier 40 Garage located at 353 West Street, New York, NY 10014 (the “Parking Areas”). The Parking Areas cannot accommodate larger vehicles such as buses, enclosed panel trucks, sprinter vans, or any other high occupancy passenger vehicles. NYPD Intends to issue a RFP for the Crime Victim Advocate Program (CVAP)

November 15, 2015– The New York City Police Department (NYPD) intends to issue a Request for Proposals (RFP) for the Crime Victim Advocate Program (CVAP). Department – Wide Auditing Services

November 19, 2015– The New York City Department of Education (NYCDOE) invites proposals from audit or consulting firms capable of providing audit and consulting services to assist the NYCDOE’s Office of Auditor General (“OAG”) in carrying out its internal audit function. This RFP seeks proposals for co-sourcing assistance with the planning and execution of the statutorily mandated annual fiscal performance and fraud, waste and mismanagement audits of schools. In addition to conducting state mandated school audits, OAG performs audits and other related consulting services within the Department. The successful proposer will be expected to provide or assist OAG in extending these services to other divisions within the Department, such as, performing internal audit and quality assurance

Former Slaughterhouse Site Redevelopment RFP

December 11, 2015– NYCEDC seeks proposals (“Proposals”, each a “Proposal”) from qualified developers (“Respondents”, each a “Respondent”) for the long-term lease or sale and redevelopment of the Former Slaughterhouse Site (the “Site”) within the Hell’s Kitchen neighborhood and adjacent to the Hudson Yards Special District (the “Project”). The Site is owned by the City of New York (the “City”) and is located at 495 11th Avenue between West 39th Street and West 40th Street in Manhattan, New York.

This Project is an opportunity to create an innovative mixed-use development that contributes to the overall quality of life for Hell’s Kitchen residents as well as the growth and vitality of Manhattan’s west side.

Universal Pre-kindergarten Services for 2015-2018

December 31, 2015– The New York City Department of Education (NYCDOE), on behalf of the Division of Early Childhood Education (DECE), will release an open-ended Request for Proposals (RFP) for Universal Prekindergarten (UPK) Services for 2015-2018.

The RFP will be for the provision of Full-Day UPK services to four-year-olds. Vendors must provide a consistent weekly schedule for 31 hours and 40 minutes per week, at least five days per week, for 180 days of the school year. Proposals will be accepted for underserved areas of the City.

Notice of Funding Availability for the Preservation of Affordable Housing South of Houston Street

December 31, 2019– The City of New York Department of Housing Preservation and Development announces the availability of $11,800,000 in funding for the acquisition and preservation of affordable housing south of, and including properties on, East/West Houston Streets, bounded by the Hudson and East Rivers in Lower Manhattan to applicants who are funded pursuant to a Request for Qualifications issued by HPD (“RFQ”).

Purpose:
The purpose of the Lower Manhattan Acquisition Program is to preserve residential housing with apartments affordable to low-income households.

Program Description:

Request for Qualifications (RFQ):
In order to become qualified for participation in the program, not-for-profit organizations must respond to the RFQ and be found qualified by HPD. Applicants may respond to the RFQ available at the website below. To be considered for qualification, applicants must demonstrate ownership, management and rehabilitation experience, as well as financial strength and stability. Please refer to the RFQ for more information on qualification.

Proposals:
Qualified not-for-profit organizations may submit proposals to request acquisition funding for eligible residential buildings. Proposals will be assessed on both the viability of the project and strength of the applicant’s experience. Proposals will be evaluated and funded on a “first-come, first-served basis” for the duration of the program. The City reserves the right to accept or reject any or all applications received as a result of this advertisement.

Notice Requirements:
All not-for-profit organizations entering into negotiations with building owners must comply with tenant and owner notification procedures in accordance with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Information about these notification requirements will be provided to pre-qualified non-profits.
