JFK North RFEI
May 4, 2015– New York City Economic Development Corporation (“NYCEDC”) seeks proposals (“Proposals,” each a “Proposal”) from qualified developers (“Respondents,” each a “Respondent”) for the purchase or lease and redevelopment (the “Project”) of an approximately seven (7) acre parcel in Springfield Gardens, Queens (the “Site”) owned by the City of New York (the “City”) and located near JFK International Airport. The Project offers a unique opportunity to develop a commercial and/or industrial building on a very large vacant parcel adjacent to the Airport. Through this Request for Expressions of Interest (“RFEI”), NYCEDC is seeking users and/or developers to redevelop the Site for industrial and/or commercial use. Given the Site’s 7 acre size, Respondents have the opportunity to create a modern campus plan with industrial and/or commercial programming that supports job-intensive uses and attracts both established and growing businesses.
The seven (7) acre Site is part of Queens Tax Block 14260 Lot 1. The irregularly shaped Site is bound to the north by Rockaway Boulevard, to the south by Nassau Expressway and to the west by the Federal Aviation Administration (“FAA”) office building. The Site is located in the Queens neighborhood of Springfield Gardens, which contains one of the air cargo industry’s largest concentrations of customs brokers and freight forwarders, numerous other Airport related industrial facilities, residences, and retail uses. The Site is bounded by Rockaway Blvd to the North, and the Nassau Expressway to the South.
This RFEI is not intended as a formal offering for a future negotiated transaction. However, NYCEDC reserves the right to select a developer or developers for all or any portion of the Site on the basis of the responses to this RFEI without further process. If NYCEDC plans to select a developer, it will be on the basis of factors stated in the RFEI which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFEI, and the proposed purchase price or lease terms.

Sale Of Specialty Food From Mobile Food Units At Various Locations Citywide

Brooklyn Bridge Park Pier 3 Connectors
May 15, 2015– BBP is in the process of constructing an eighty-five (85) acre waterfront park in Brooklyn, NY, which involves partial demolition of portion of the eastern end of Pier 3 and the construction of two (2) new connector bridges which span the East River from the mainland of the Brooklyn Bridge Park to the existing Pier 3. The project entails demolition and new construction. The project’s demolition is of concrete pier deck, timber piles and concrete pile extension caps. The new construction component of the project includes driving new steel piles in the East River, placing new precast concrete pile caps, planks, forming and pouring-in-place a new concrete deck with concrete wing walls including the installation of utilities and light fixtures. The completion of the new connector bridges will provide wide access and egress points to the pier which will support pedestrian and vehicular loads.

Queens Borough Hall Planted Fountain Restoration
May 18, 2015– This project consists of creating a sitting area around the existing historic fountain. The fountain basin will be stabilized and waterproofed and turned into a planter, and the fountain steps will be reconstructed. Benches, lighting and pavement will be added to create an accessible plaza.

St. Ann’s Avenue/ East 142nd Street RFP
May 22, 2015– The New York City Department of Housing Preservation and Development (HPD) invites developers to submit proposals for a new construction project in the Mott Haven section of the Bronx. Urban Technology Growth Hub
June 6, 2015– New York City Economic Development Corporation (“NYCEDC”) has a strong history of supporting entrepreneurs in launching early-stage companies, including a network of incubators across the five boroughs of New York City (“NYC”). NYCEDC, acting on behalf of the City of New York (the “City”), is seeking an Operator (the “Operator”) with a large entrepreneurship network, proven business-development success, and experience with securing and managing real estate to develop and launch the Urban Technology Growth Hub (the “Hub”). The Hub will be dedicated to growth stage companies that address the city’s most pressing urban challenges, including, but not limited to, the clean technology, energy, infrastructure, and smart cities sectors. Teleport Site B-1
September 25, 2015– The New York City Economic Development Corporation (“NYCEDC”) and the Port Authority of New York and New Jersey (“the Port Authority”) are seeking proposals to develop a manufacturing use on all or part of an 18-acre site (“the Site”) located within Staten Island’s industrial “Working West Shore.” The successful response to this request for proposals (RFP) will be for a project that generates quality jobs in a dynamic industry; depending on the strength of the response, the City may be willing to consider certain forms of tax relief and other financial assistance to support the project’s development.
This RFP follows a broader Request for Expressions of Interest (“RFEI”) issued for the entire Teleport last year. Responses to that RFEI and subsequent diligence have informed the current understanding of which uses might be desirable and possible at the Site today.
Based upon that diligence, Modular Construction Assembly, Flood Defense System fabrication, and the manufacture of Green Energy systems (solar panels, wind turbines) were identified as uses that may be good fits for the Site, and as growth industries with strong potential in the region and on Staten Island’s West Shore. NYCEDC and the Port Authority will also consider other manufacturing uses not listed above; the foregoing merely represents examples of uses considered and explored in the preparation of this RFP.
NYCEDC plans to select a development team on the basis of factors stated in the open RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the open RFP.
If a proposal is selected, it will be on the basis of a thoughtful approach to both maximizing the development potential of the Site and managing it in a manner that acts as a catalyst to the economy of Staten Island as a whole. Responses to this RFP should aim to accomplish the following goals (“Development Goals”):
- Identify a development plan for one or more manufacturing uses on the Site.
- Preserve and expand quality jobs for local residents and help fulfill the area’s potential as a vital employment center.
- Establish a site plan that addresses the infrastructure, access and utility needs for the proposed project and is not incompatible with the surrounding uses at The Teleport.
- Propose an environmentally sensitive development that considers on-site and nearby ecological resources and neighboring communities.

Universal Pre-kindergarten Services For 2015-2018
December 31, 2015– The New York City Department of Education (NYCDOE), on behalf of the Division of Early Childhood Education (DECE), will release an open-ended Request for Proposals (RFP) for Universal Prekindergarten (UPK) Services for 2015-2018.
The RFP will be for the provision of Full-Day UPK services to four-year-olds. Vendors must provide a consistent weekly schedule for 31 hours and 40 minutes per week, at least five days per week, for 180 days of the school year. Proposals will be accepted for underserved areas of the City.

Notice of Funding Availability for the Preservation of Affordable Housing South of Houston Street
December 31, 2019– The City of New York Department of Housing Preservation and Development announces the availability of $11,800,000 in funding for the acquisition and preservation of affordable housing south of, and including properties on, East/West Houston Streets, bounded by the Hudson and East Rivers in Lower Manhattan to applicants who are funded pursuant to a Request for Qualifications issued by HPD (“RFQ”).
Purpose:
The purpose of the Lower Manhattan Acquisition Program is to preserve residential housing with apartments affordable to low-income households.
Program Description:
- Not-for-profit organizations qualified under the RFQ may identify privately-owned residential properties for purchase and long-term ownership in the Lower Manhattan area.
- Eligible buildings are multi-family buildings in the program’s target area, where at least one unit is or will be rented to and affordable to a household earning no more than 80% of the Area Median Income (AMI).
- Up to $125,000 per dwelling unit in acquisition funding may be available to fill the gap between private debt supportable by the acquired property or properties and the acquisition cost. The program funding will be based only on those units that are rented to and affordable to households earning no more than 80% of AMI.
- The program’s target area is Manhattan south of, and including properties on, East/West Houston Streets. (Boundary map is available at the website listed below).
- The program will run until the earlier of the time at which all funding has been exhausted or December 31, 2019.
Request for Qualifications (RFQ):
In order to become qualified for participation in the program, not-for-profit organizations must respond to the RFQ and be found qualified by HPD. Applicants may respond to the RFQ available at the website below. To be considered for qualification, applicants must demonstrate ownership, management and rehabilitation experience, as well as financial strength and stability. Please refer to the RFQ for more information on qualification.
Proposals:
Qualified not-for-profit organizations may submit proposals to request acquisition funding for eligible residential buildings. Proposals will be assessed on both the viability of the project and strength of the applicant’s experience. Proposals will be evaluated and funded on a “first-come, first-served basis” for the duration of the program. The City reserves the right to accept or reject any or all applications received as a result of this advertisement.

All not-for-profit organizations entering into negotiations with building owners must comply with tenant and owner notification procedures in accordance with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Information about these notification requirements will be provided to pre-qualified non-profits.
