For the past several years, Capalino has grown tremendously as we’ve proven successful in delivering creative, cost-effective results for our clients. Through our deep commitment to integrity and longstanding knowledge of both City and State administrations, we have earned a reputation as New York’s premier government relations problem solver.
I’m proud to announce that we’ve recruited exceptional talent and expanded our scope of services in 2015. I’d like to introduce the new team members that will round out our deep roster of talent to ensure we are in a position to better serve you.
- We’ve proven to be the most effective land use strategists in New York City. Christopher Collins, former Vice Chair of the NYC Board of Standards and Appeals and Richard Barth, the former Executive Director of the New York City Planning Department, advise our clients on land use strategy for residential and commercial development projects from conception through all City and State approvals.
- Claire Altman directs our new Affordable & Supportive Housing Development Services, providing extensive expertise to advance residential/mixed-use development projects through all approvals, including the 421-a tax abatement program, inclusionary zoning, New Markets and Low Income Housing Tax Credits, and tax exempt bond and low interest loan financing opportunities.
- Owing to the City and State’s continued focus on certifying Minority Women-Owned Business Enterprises (MWBEs), Tunisha Walker counsels clients on how to comply with city and state requirements particularly in connection with approvals and benefits.
- We’re also rounding out our already robust real estate practice with leasing and brokerage experts Tim Kucha and Guy Long who oversee the new Real Estate Transaction Services Group. Our scope of services include advisory consulting to landlords on lease renewals; tenant representation and investment analysis.

CHRISTOPHER COLLINS
Executive Vice President, Land Use Group Leader
With deep technical expertise and years of experience in New York City government, Chris is an invaluable member of our Land Use Group. Prior to joining the firm, Chris served as Vice Chair and Commissioner of the NYC Board of Standards and Appeals, a 5- member panel that hears and decides zoning variances, special permits, administrative appeals and other complex land use matters. From 1992 to 2006, Chris was Counsel and Deputy Director of the New York City Council’s Land Use Division. Prior to the City Council, he served as General Counsel to the New York City Department of Telecommunications & Energy and to the Bureau of Franchises at the Board of Estimate.
RICHARD BARTH
Senior Advisor for Land Use and Housing Strategies
Richard Barth is the former Executive Director of the New York City Planning Department with over 30 years of experience in land use and strategic planning, public policy and community development. He oversaw innovative re-zonings and comprehensive plans in all five boroughs that promoted economic development, new mixed-income housing opportunities, and neighborhood revitalization and preservation. Richard joins Capalino as Senior Advisor for Land Use and Housing Strategies where he is responsible for guiding housing and development projects from conception through all approvals.
CLAIRE ALTMAN
Director of Affordable & Supportive Housing Development Services
Claire Altman brings a strong, diverse portfolio of experience in developing affordable and supportive housing and creating innovations in health, human services and employment for underserved populations. At Capalino, Claire will develop, facilitate and advance affordable, transitional, and supportive housing projects through the use of the myriad federal, state, city and private financing sources as well as forging partnerships between the private and not-for-profit sectors. She previously served as COO of HealthCare Chaplaincy and as CEO of Volunteers of America-GNY after spending 19 years at the helm of Housing & Services, Inc
TUNISHA WALKER
Vice President
Tunisha has extensive knowledge of governmental affairs on a city and state level and experience with business development, Minority Women-Owned Business Enterprises (MWBEs) and community/grassroots organizing. Throughout her various roles in government and the not-for-profit world, Tunisha is known for lobbying for the rights of communities and people of color. She was the first African American Women to serve as Executive Director for the New York State Conference of Black Senators and was later appointed by Governor Andrew Cuomo to Affirmative Action Administrator for the NYS Department of Labor- Division of Equal Opportunity Development.

TIM KUCHA
Director of Real Estate Services
Tim Kucha serves as Capalino’s Director of Real Estate Services, where he is responsible for providing a new line of real estate services for the firm’s clients. With more than 20 years of New York City real estate experience, Tim has represented numerous clients in a wide range of fields and is noted for providing creative real estate solutions.
GUY LONG
Deputy Director for Real Estate Transaction Services
Guy Long joins Capalino as Deputy Director for Real Estate Transaction Services after serving for five years as Assistant Commissioner in the New York City Department of Small Business Services. He has an extensive background in both real estate and government.
Guy held numerous positions in the Koch Administration before embarking on a real estate career in his native North Carolina, where he worked for more than twenty years in brokerage, property management, multifamily investments, construction, and land development.
